Use an icon to indicate whether service template is active

In a customer call, it was impossible to tell which service templates were actually active without using the Rails console.

This MR changes the icon to be useful and consistent with the project-specific settings.

Wow, yeah, that was definitely bad UX! Obviously this pre-dated our wonderful UX team.

Gonna go with %9.1 since it's a simple change and a good improvement.
