Support preview_markdown action for personal_snippets
What does this MR do?
It adds support of preview_markdown action for personal snippets. It also extracts this action from projects_controller and wikis_controller to a concern as these actions are quite same except for one param for these 3 controllers.

Why was this MR needed?
In order to make notes for personal snippets working few things need to be prepared. As we want to keep MRs small I try to submit smaller MRs. This is second MR regarding this topic, 1 or 2 more will come.
