Fix long urls in the title of commit

What does this MR do?

Fix truncating long url address in commit title

Are there points in the code the reviewer needs to double check?

I changed behavior of the cut of commit message. Before was: title_begin ... in the title and ... title_end \n description in the cut Now: title_begin ... in the title and title_begin title end \n description in the cut

In my opinion it looks better.
