Update HA docs to include some relevant information from https://about.gitlab.com/high-availability and add a warning about AWS EFS

@lbot @stanhu There are more changes that need to be made to HA docs, and we need to add a comprehensive look at how to set up a standard Linux NFS server. In the interest of getting something out there to stop confusion, what do you think of this?

I'll follow up with a fully-tested NFS server doc.
