Make API v3 removal date more clear/match blog post

Drew Blessing requested to merge docs-apiv3-removal-msg into master

The API docs were confusing users, because it mentioned we will support API v3 until at least 9.3. To be fair, it did say at least. However, our 9.0 release blog post says specifically that we will support 9.3 until August 2017.

This should make things more clear and unifies our messaging.
