Pipeline show view real time header section

What does this MR do?

Makes pipeline show view header section in vue.js

It adds a wrapper to build the all header section. The plan is to make all the header section in vue.js but pipeline is missing some points: https://gitlab.com/gitlab-org/gitlab-ce/issues/31849#note_31079119

First step is to make the page header render in real-time.
