Blameless request routing

This is a follow-up to !10378 (merged).

These changes affect the other user-facing component — the URLs.

I have left the simplest support for old links, without redirecting. Redirecting seems to be the job for a reverse proxy server (such as NginX). Please do let me know if you think that a redirect is necessary and I will update the code.
