What does this MR do?
add printing_merge_request_link_enabled to API
Are there points in the code the reviewer needs to double check?
I didn't know whether to edit the v3/ api or not.
Also, the pipeline is timing out for me during setup, so I can't tell whether I've broken any tests.
Why was this MR needed?
Because we want to disable this across a large swath of repos without clicking a bunch of checkboxes.
