Summary

This MR prepares 9-3-stable branch to tag %9.3 RC7 via 9-3-stable-rc7 branch.

Steps

• Cherry-pick MR into 9-3-stable-rc7 and push it to GitLab.com

• If there were conflicts, create a separate branch off of 9-3-stable-rc7 and create MR, notify authors to resolve conflicts and once MR is green, merge it.

• Once this MR is ready for RC7, merge it.
