Move relative_path to the element that is being clicked

What does this MR do?

It fixes creating a new issue from the issues dashboard.

Why was this MR needed?

The js code was moved from the view to the js file and relative_path was not available to the js code (https://gitlab.com/gitlab-org/gitlab-ce/commit/08a0af9f#b3546fb7f552567b4ba4fc527f5cdecfd07c432e_5_4)
