Fix db/schema.rb for ci_group_variables and ci_pipeline_schedule_variables
What does this MR do?
This MR fixes inconsistent sequence of schema declaration.
ci_group_variables should be top on ci_pipeline_schedule_variables in order to the alphabetical sort.
