fix #3686 make tarball download url to end with extension

fix the issue #3686 (closed).

Why was this MR needed?

currently download is using url like /repository/archive.tar.gz?ref=v8.2.1 which prevents some tools from understanding it correctly. this MR changes it to /v8.2.1/archive.tar.gz which will fix these issues
