Improve permission table at https://docs.gitlab.com/ee/user/permissions.html#fn1. For users that skip reading
On public and internal projects the Guest role is not enforced. All users will be able to create issues, leave comments, and pull or download the project code.
and when direct to the table we clarify the permissions on the table as well.
