Smear the merge window over two days
What does this MR do?
Spreads the merge window for gitlab-ce over two days. Even-numbered MRs are given a deadline of the 6th, odd-numbered MRs a deadline of the 7th.
Are there points in the code the reviewer needs to double check?
Why was this MR needed?
Despite our efforts to get things merged before the 7th, commit rates are still much higher on this day, and maintainers are extremely busy. By splitting the MRs 50:50 over two days, we should be able to get the same amount of work done, but with less pressure on maintainers.
