Enable the new navigation by default

What does this MR do?

Enables the new navigation by default for all users.

This merge request does not remove any reference to show_new_nav? & it does not remove the new stylesheets. Rather than holding this up, we should tackle that in a different merge request as tech debt as soon as this is merged.
