Why was this MR needed?
With the change introduced in charlock_holmes 0.7.4, it now requires newer version of ICU (59.0) which currently cannot compile on CentOS 6. Also see https://dev.gitlab.org/gitlab/omnibus-gitlab/-/jobs/1335917
