Make namespace select dropdowns consistent

What does this MR do?

Change namespace selection dropdowns to new style. This affects only the transfer project dropdown for a single project in the admin area. The admin area project list is already handled by https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13615.

changed the description

master was failing earlier, so I had to rebase. I made sure it still looks the same after the rebase.

After https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13615, project names will wrap instead of being cut off.
