Add .history for VSCode.

I am trying to switch VSCode and I like the idea of using Local History extensions. The one I am using is widely used and it created .history folders to keep local changes. I want to ignore this folder globally and this could be useful for others too. Feel free to close this if you don't agree. I can locally ignore it.
