Automatic configuration settings page

What does this MR do?

Adds an automatic configuration page with the values of the current instance. It tries to display the same information as Gitlab Settings Page

Are there points in the code the reviewer needs to double check?

Check the approach to MySQL configuration. I've used several ways to implement it but I didn't try in a fresh Gitlab's installation using MySQL.

In addition, check the position the link to this page has been added in Help Page
