Improve "Share with group lock" feature for subgroups
What does this MR do?
When parent group has lock on sharing project with other groups - this restriction should apply on subgroups too. Subgroup should be able to apply lock if parent group does not have one. But it should not allow subgroup to release lock if parent group has one. And the UI should explain the behavior to the user.
