Update db schema to correspond with migrations
What does this MR do?
It updates the db schema so that it corresponds with the state after migrations. The author_id is nullified on_delete
Are there points in the code the reviewer needs to double check?
Why was this MR needed?
The FK for issue author_id was :cascade instead of :nullify
