Get CI token from ci projects

This fixes problem when GitLabCiService had different token than stored in Ci::Project

Should we include that in patch release of 8.0?

I do think we should consider this as a patch. I have a customer that is running in to this issue. There is not a great workaround at the moment other than remove/add CI again.
