Fix orphaned projects on 9.2 (this bug also exists in 9.3)
What does this MR do?
Backports a fix for group deletion deleting projects improperly.
Picking into previous stable branches is usually a release task, so I'm feel like I'm not going through the proper process here. The only benefit I may have provided is showing that the fix picks cleanly into 9-2-stable, and now the tests are running.
