username-removed-37246 requested to merge lyda/gitlab-ce:new_user_text into master

This creates a new config item under gitlab.yml -> extra called new_user_text. This will allow admins to customise the "new user" email to direct new users to local policies, contact info and links to local development tools. It can save a few email exchanges when new people join an organisation.
