Add task to disable 2FA for all users

• What kind of output, if any, would be useful for the task?
• Any changes necessary for the docs?

@rspeicher we would probably want to do the 'are you sure' routine? This is a destructive operation.

Apart from that, maybe report how many users had their 2FA removed.
