Adding fisheye integration

Added Atlassian Fisheye integration as a Project Service. By specifying a fisheye base URL, a repository name on Fisheye that your project matches, and a Fisheye API key for authentication, the addition will cause all pushes to your GitLab repository to cause Fisheye to do an incremental index on it's matching repo.
