WIP: install phantomjs via npm when preparing docker container

username-removed-24217 requested to merge bak1an/gitlab-ce:fix_prepare_build_script_2 into master

Debian removed phantomjs_1.9.0-1+b1_amd64.deb from their servers so docker builds are failing now. This is another approach on fixing this. The first one was gitlab-org/gitlab-ce!1927
