Add a deprecation warning for the fog gem. [ci skip]

username-removed-386624 requested to merge connorshea/gitlab-ce:deprecate-fog-meta-gem into master

As discussed in #15352 (closed), we’ll be removing the fog gem in favor of using a subset of its “micro-gems”. This will reduce our gem dependencies by about 20 gems (yes, really).

Feel free to provide feedback on the wording of the deprecation warning.
