Remove spinner animation jitter
What does this MR do?
Changes the spinner/loading animation so that it looks more natural and less jittery.
Are there points in the code the reviewer needs to double check?
I guess browser prefixes, I just copied the ones used in the rest of the file.
Why was this MR needed?
The spinner looked bad.
What are the relevant issue numbers?
None that I could find.
