What does this MR do?

Adds a spring configuration and a workaround to make spring to work reliably with GitLab.

Why was this MR needed?

Spring constantly hangs when using rails console. It happens due to: https://github.com/rails/spring/pull/484.

@jacobvosmaer-gitlab @rymai Could you test it if it works reliably for you?
