Correct header logo size specification

What does this MR do?

Corrects Admin > Appearances > Header Logo's size specification to be one that is/seems correct

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

Current size specification is 72x72 px, but an image at this size is not downsized to 36px (at any resolution tested) and just bleeds past the header
