First pass for community issue templates

What does this MR do?

Includes community issue templates for Bugs and Feature Proposals.

In combination with a default Issue description template in the Project settings, we can advise the best places to find help and what is suitable to be posted to the CE issue tracker.

To bring uniformity to the issues posted to the CE issue tracker

We can provide a default description template via CE projects settings to advise to use the templates and refer to the new Getting Help section of the website so issue authors can find the best place to post. The default description will be overwritten by the template when selected, which is awesome

Looks good to me!

We should also update the CONTRIBUTING.md and/or PROCESS.md to reflect this change. Probably we should remove the templates there and just point to the templates configured in the directory.
