First pass for community issue templates
What does this MR do?
Includes community issue templates for Bugs and Feature Proposals.
In combination with a default Issue description template in the Project settings, we can advise the best places to find help and what is suitable to be posted to the CE issue tracker.

@stanhu could you take a look at this please when you have time?
We can provide a default description template via CE projects settings to advise to use the templates and refer to the new Getting Help section of the website so issue authors can find the best place to post. The default description will be overwritten by the template when selected, which is awesome

Before raising an issue to the GitLab Community Edition issue tracker, please read through our guide for finding help to determine the best place to post: * https://about.gitlab.com/getting-help/ If you feel that your issue can be categorised as an existing bug or a feature proposal, please use one of the issue templates provided and include as much information as possible. Thank you for helping to make GitLab a better product.
