Improved the Issuable search box behaviour
What does this MR do?
Improves user interaction on the issues and merge requests filter (search box), by adding some quality of life improvements
Are there points in the code the reviewer needs to double check?
None at the moment
Why was this MR needed?
Allows to tackle some of the common requests reported on multiple issues, that is, increased the debounce time, refocus on the element on a page refresh and don't refresh the page if the value remains the same.
