What does this MR do?
This MR fixes an issue preventing the gitlab service starting on certain systems. It also allows users to cd into /etc/init.d and execute ./gitlab from the cli

Why was this MR needed?
The gitlab service wasn't starting following a reboot on my Turnkey Linux appliance
