Downgrades gitlab-shell back to v3.6.6 from v4.0.0

Why was this MR needed?
gitlab-shell v4.0.0 sends project paths in a different format to before. !7148 (merged) was meant to add support for this new format but it's buggy, and the fix for that (!7480 (merged)) is taking some time. So, downgrade until we get it working.
