Move LfsHelper to a new LfsRequest concern

What does this MR do?

This moves methods from LfsHelper to a new LfsRequest concern. I've also taken the opportunity to create a new WorkhorseRequest concern as well.

Are there points in the code the reviewer needs to double check?

I shouldn't change the current behavior.
