What does this MR do?

Fix comments tab disappearing after disabling 'issues' feature on project. See #25272 (closed)

Are there points in the code the reviewer needs to double check?

MR changes in spec/features/projects/features_visibility_spec.rb. Current test in master branch stays in contradiction with #25272 (closed) requirement.
