Resolve "Replace settings gear in projects/etc. with a tab"
What does this MR do?
It replaces the settings gear button with a settings tab, including a bunch of subtabs in the order specified in the issue #23007 (closed)

Perhaps the backend related files (controllers, helpers, etc.)
