Truncate the tag description and improve mobile layout for individual tag

What does this MR do?

• Truncate tag description and commit message in the Tag list
• Stack control actions for mobile when viewing a single Tag

Why was this MR needed?

• The Tag list did not look very good with long tag descriptions
• The control action buttons when viewing a single tag did not look very good on mobile
