Fix hover pipeline
What does this MR do?
Fixes the hover and spacing in the dropdown with the builds list in the pipeline graph and in the mini graph. Fix broken tooltip in dropdown
Note The action icons still seem odd, they will be fixed with this: https://gitlab.com/gitlab-org/gitlab-ce/issues/25910
