Set default sort for tags to Last updated and fix nav controls spacing

What does this MR do?

• Set the default sort option for tags to "Last updated"
• Fix spacing between .nav-controls elements

Why was this MR needed?

• The spacing between the input elements (buttons, dropdowns, inputs, etc.) where squishing together
• The default sorting state for Tags was not set
