What does this MR do?
It adds a setting to enable users to opt into receiving email notifications about their own activity.
Are there points in the code the reviewer needs to double check?
I intentionally split the work into atomic commits, so it should be straightforward to review commit-by-commit.
Why was this MR needed?
It was requested in issue #26395 (closed).
