Hide issue info when project issues are disabled

What does this MR do?
It hides issues tab and issues stats info from project milestone page when issues are disabled for the project. Additionally hides the flash message prompting to add issues to a milestone without issues for projects with disabled issues.
Why was this MR needed?
Because the issues related information does not exist if projects issues are disabled.
