Document when current coverage configuration option was introduced

What does this MR do?
Adds documentation to inform users that the coverage config (in it's current incarnation) for .gitlab-ci.yml file is only available from 8.17 onwards
Why was this MR needed?
Users on older versions of GitLab found the points in the live documentation (https://docs.gitlab.com/ce/ci/yaml/#coverage) and were confused when it didn't also work for them
