Add filter and sorting to dashboard groups page
What does this MR do?
- Adds search and sort dropdown to dashboard/groups page
- Unify search/sort UI for explore/groups and dashboard/groups
- Add spec/features tests for explore/groups and dashboard/groups

So you can filter group by name in same way like dashboard/projects does
