Pipelines empty state

What does this MR do?

Adds empty state to main pipelines table Adds error state to pipelines table in Commits, Merge Request and New merge request views. The empty state is never rendered in this views because the tab is not rendered if there are no pipelines.

In the main pipelines table the tabs were moved to Vue component to match the mockups so we can manage the state.
