What does this MR do?

It cleans up the documentation a bit. labels_name is no valid parameter. To specify No Label, just use the existing labels param.

Also, I couldn't resist to write a spec for it.

What are the relevant issue numbers?

#28520 (closed), which was closed by !9697 (merged).
