provisional implementation of GitLab on Baserock

Hi folks, we've managed to bring up Gitlab on a couple of Baserock (http://wiki.baserock.org) Linux systems. It's early days but the work we've done may already be of help to others interested in systemd-based systems, and we've moved around the ordering of the setup to simplify things a little
