Suggestion: Define "check_interval" per runner
It would be useful if we could define a distinct check_interval setting for each runner.
Since the rate limiting on giltab.com has been introduced, I am forced to set the global check_interval to 60 sec, just because of one runner which is connected to gitlab.com.
But on my local GitLab instance I would like the runners to pick up builds immediately.
