Add global tags

It would be a lot more DRY not to have to repeat all the tags in every job if they are all the same. I suggest adding global tags array that would be of lower priority then job's tags array.

I think it's a nice idea. Let's move this issue to GitLab CE project since this is the place where jobs scheduling is done :)
